The California Child Passenger Safety Traffic Diversion Program is a court-mandated violator class. It is a service authorized by a National Highway Traffic Safety Administration (NHTSA) inspection station to provide violators who have received a ticket for not having their child properly restrained in a motor vehicle and have been referred by the court. A certified remote telehealth approach is also available. This court violator program incorporates behavioral skills training (BST) to help improve the effectiveness of violators to install, test, and use their car seats properly, to ensure their child is restrained properly, and remain compliant under California child restraint law (V.S. 27360, 27360.5 and 15620). The BST educational approach was validated as part of the Occupant Protection section of the California Strategic Highway Safety Plan (SHSP). The class includes an individual one-on-one mobile service with the violator, at their home with their vehicle, car seat, and child.
